Het Platform Duurzame Biobrandstoffen pleit voor het instellen van een afnemend plafond op het gebruik van fossiele brandstoffen in de Nederlandse mobiliteitssector van ten hoogste 300 – 330 PJ in 2030, verder afbouwend naar 150 PJ fossiel in 2040 en 0 PJ in 2050.
