Deloitte & To70: Nationale SAF-roadmap | 2025

The Dutch aviation sector has brought forward the National SAF-roadmap with the support of Deloitte and To70 commissioned by the Ministry of Infrastructure and Water Management (IenW). This roadmap was realised in consultation with a large number of Dutch companies, government and (knowledge) institutions including Platform Renewable Fuels and outlines the essential building block that must be realised in the next yen years. The aim of the roadmap is to provide a Dutch perspective on the opportunity and challenges for SAF production and use in order to achieve the Sustainable Aviation Agreement including CO2 emissions reduction for commercial flights by 2030 to a level of 2005, 50% reduction in 2050, and zero CO2 emissions by 2070 .
The National SAF-roadmap provides an overview of the regulatory context in which the production and use of SAF which becomes increasingly relevant due to global agreements and European regulations translated into Dutch law and policy. In addition, it elaborates on the several production paths for SAF and the available raw materials. At the moment, HEFA is the most widely used production path but raw material availability is limited hence innovative techniques for the production of bio- and e-SAF will be needed. Furthermore, the roadmap dives into required and possible developments that the Dutch refining sector will have to undergo to provide the necessary volume for aviation. Lastly the roadmap identifies 6 barriers that are currently impeding the achievement of the goals.
The creation of the SAF roadmap has been possible with three work streams of interrelated activities. The roadmap is the first step in a follow-up process of further elaboration and concretization..
